I use most of the time the powder egg whites . and add the water little at a time , let me find some recipes I have , the last one I used adding cream of tarter to it , , was wet looking , I have to let it dry longer !the rose's need a harder royal , so many recipe's its hard to find 1 you like ! I know I do have the same problems, with this stuff, i am always looking for new recipes for royal ,  , I like the way the egg whites work , but they say to add lemon juice to it  to be safe ! ? I don't know you have to test the recipes see the 1 you like best !!  I think I posted a recipe for 1 ,

I did the glaze recipe on my cookies last week, and it turned out fine. 

I used the RI recipe for decorating my cookie this time, did the outline, small drops around the outside, then flooded the parts that needed it.  Then, in a different color, I added smaller dots to the small dots, and they looked good.  No tails sticking up in the air, etc...   So I left them to dry.  That was when I broke through the top.  I probably didn't let it set up long enough to harden properly.  I assumed that royal would harden faster, & so did not need to set up more than a few hours.

And mine was definitely too lose & runny for this project.  So I will be trying it again.  I used just egg white & sugar, added in small amts, incorporated well before adding the next little bit, etc.

Is this not a good recipe?  Or did I just not add enough sugar?

keep working on that , you have to get that icing just right ,, its not easy !this is a piping royal , a royal icing for cookies is( a glaze )made  like royal , !  2 different  recipes !and or consistency's !

Gail, I made my second batch, ever, of royal icing yesterday, piped it on a cookie, and let it set a while.  Went to test if it was hard, and the edges were perfect, but when I touched the middle, it caved in.  lol  Hope I get up enough nerve to try another one someday!  Your consistency looks a lot thicker than mine was.  Think that might be all there was to it?
