No they are piped onto fondant discs.

Thank you both, I bought the Boy Scout mold on Ebay & made it out of Gumpaste sprayed it silver w/ Americolor airbrush colors

Love the spirit and character of this cake. My son is an Eagle Scout and I wish I had something like that for his ceremony. Didn't decorate in those days.
